Levels unlock as boosts stack.
Level 1 at two boosts: 128 kbps voice, an animated icon, wallpaper & accent, +100 to the member cap per boost. Level 2 at five, Level 3 at seven — each a month, and they stack.
03 · THE ROOM
Bought inside the room, so it lands there.
Open one of your servers and tap Boost. The money lands on that server; every member sees the level and the perks it opened.
